Redoubled dredging, council abolition and dropped charges

In the second of his series of town hall meetings in Malé's wards, President Muizzu met residents of Machchangoalhi and reiterated his pledge to resolve the capital's housing crisis, outlining progress and completion timelines on housing and land reclamation projects. Many participants spoke about their difficult living conditions and delays in social housing projects. A large dredger will arrive in early December to speed up the reclamation of Rasmalé, the administration's flagship project to develop an eco-city south of Malé, from which 25,000 plots of land would be awarded, Muizzu said. Earlier in the day, he announced the arrival of the TSHD Prins Der Nederlanden dredger to complete the reclamation of Hulhumalé Phase 3 together with TSHD Oranji dredger, after which both are to be deployed to "complete Giraavaru in two to three months."

In a 75-12 vote, the ruling party's parliamentary supermajority amended the constitution to abolish atoll councils. The current atoll councils will remain until the end of their terms after the next municipal elections in March 2026.

The Prosecutor General's Office withdrew charges raised against Aishath Shiman and Abdulla Mahzoom Majid over alleged obstruction of police duties during the youth-led "nepo baby" protest on May 1. The pair lacked a criminal record and did not cause any physical harm or damage to property, the PG office cited as the reasons for the decision after reviewing their cases.

The PG office dropped charges raised against Azima Shukoor over allegedly facilitating money laundering as former president Yameen's legal affairs minister. The decision came after a review requested by the former attorney general in light of the Supreme Court overturning Yameen's conviction.

Parliament passed an MVR 64.2 billion (US$ 4.1 billion) budget proposed by the government for 2026. The budget committee did not make any significant changes aside from increasing parliament's budget by MVR 3.5 million.

Some 29kg of drugs were seized during a large-scale operation conducted on November 14, police revealed at a press briefing. Of 110 individuals arrested during the raids, 38 were taken to court for remand hearings, police said, disclosing their identities. The counter-narcotics operation had been carried out on 39 islands with 105 locations searched.

A day after resigning as the MDP's chairman, Fayyaz Ismail endorsed former MP Ali Azim in the primary for the MDP's mayoral ticket for Malé against the incumbent Adam Azim, who is backed by former president Solih. As the primary contest intensified the factional strife between Solih and his former economic development minister Fayyaz, who is now aligned with former president Nasheed, former First Lady Fazna Ahmed – Nasheed's cousin – said in a rare political message on Facebook that characterising the MDP's split as a family dispute was an "insult" to Nasheed and Solih's intelligence. In a message posted on an MDP national council WhatsApp group, Nasheed reportedly backed Fazna's remarks and praised her contributions to the party's campaigns and policy-making.

Islamic Minister Shaheem apologised for revealing the personal information of a single mother who complained about not receiving zakat payments based on the amount of money rolling through her account. After the 37-year-old woman complained during President Muizzu's town hall meeting in Villimalé, Shaheem had posted details of her zakat payments from last year along with state allowances, salary and savings. He later deleted the post following criticism.
